On a local machine I am able to run this switch and install the software with no issues. I am trying to deploy Mendeley Desktop as a package with the "/S" switch (i.e., the silent switch).

The exit code error I get from the execmgr.log is "Exit code 1223." Microsoft says this error code is for "the operation was cancelled by the user." I have been trying to deploy Mendeley Desktop 1.19.2 (citation management software), but it has been failing.
